I know that cost shouldn't play a role but we all go to work, we all have budgets and not every cost is payable. One question which I like asking is what is the vet's procedure during emergency situations. I may not mention payment but I will expect to hear about it. Many vets won't start working before the payment has been made. I'm sorry but I wouldn't trust these people with my dog's life.
Something which my friends have asked me is whether my vet accepts their pet insurance. Well, pet insurance works by paying you directly after you pay the vet... still, it's always a good idea to ask the vet if he has an affiliation with some of the pet insurance companies and whether that results in a discount of any kind.
