Hi! Sorry to hear about your cat. I have a friend whose dog severely injured her hip. They scraped together money for the surgery only the vet said the dog might need another surgery and my friend didn't have the money. They put the dog on "crate rest" for a few months. They confined the dog in a small space most of the time and didn't let her go for walks, jump on couches, all the usual stuff the dog would do. After 3 or 4 months (I don't remember exactly) the dog was good as new. Well, almost. They had to walk her slowly at first but now she's perfect.
Maybe this would work for your cat too, I don't know. If you splint her leg again and make sure she doesn't jump, run, climb, or do anything strenuous, maybe she can recover. Ask your vet if this will work. Hopefully it does and your cat will be okay again.
